Phyllis Elaine Hoggard-Walker, a woman of remarkable grace, creativity, and devotion, peacefully departed this life on January 16, 2025. Born on August 11, 1943, in Norfolk, Virginia, to Erma and Russell Hoggard, she was the eldest of two daughters. Her life was a shining example of love, resilience, and dedication.

The Heart of Her Family

Phyllis shared an enduring 50-year partnership with her loving husband, Jack Thomas Walker of Portsmouth, Virginia. Together, they created a life and legacy rooted in love, faith, and family. She is also survived by her beloved sister, Yvonne Teresa Hoggard-Brown, with whom she shared a lifetime of cherished memories and unwavering support.

Phyllis was the proud mother of three daughters: Selena Teresa Walker-Banks (Charles Banks, I), Melina Devan Walker-Kissick (Eli Kissick), and The Honorable Dr. Jaclyn Teresa Walker. Her five grandchildren—Dr. Charles Banks, III, Chelsea Banks-King, Eden Kissick, Raiden Kissick, and Sierra Kissick—were her greatest treasures, along with her fur grandbabies, Juicy Walker-Jones and Prada Rose Walker. She also adored her nephew Kendall Brown.

Phyllis extended her love and mentorship to many. Her special daughters included Leatha Ballard, Phyllis Cooper, Aisha Granger, Annie Groves, Ebony Hudson, Dr. Velvet Smith, Latonya Robertson, and The Honorable Yolanda Thomas. She also shared a unique bond with her special son, Antoine Jones, and her special grandson, Justice Ballard, all of whom cherished her deeply.

A Commitment to Faith and Education

Phyllis accepted Christ at an early age and grew up in New Central Baptist Church, where she developed the strong faith that would guide her life.

Her academic journey began at Booker T. Washington High School, where she graduated in 1960 and co-wrote the school’s alma mater with her best friend, Wanza Dodson. She went on to graduate from Hampton University in 1964 with a Bachelor of Science in Early Childhood Education. Later, she earned a Master of Science in Mass Communications from Norfolk State University, where she also served as an on-air host for the campus radio station, HOT 91.1.

Her career as an educator spanned 33 years, with 30 of those years dedicated to Portsmouth Public Schools. A celebrated teacher, she earned the Teacher of the Year award and developed Barney Bear, an interactive educational toy designed to support students who were struggling academically. Teaching was more than a profession for Phyllis—it was her life’s passion.

A Creative Spirit

Phyllis’ talents were as varied as they were extraordinary. She performed with the Hurrah Players, was a published songwriter recognized by Capitol Records, and crafted beautiful clothes and jewelry as a skilled seamstress. Whether creating music, acting, or designing, her artistry brought joy to everyone around her.

A Life of Joy

Phyllis embraced life fully, finding happiness in the little things—shopping, dining out, and enjoying time at the casino. Her vibrant personality and contagious laughter left an indelible mark on everyone she met.

A Legacy to Cherish

Phyllis’ impact extended far beyond her family. Her special family and friends, including Wanza Dodson, Dr. Bertha Escoffery, Heidi Harris, and others, will forever hold dear the memories of her kindness, generosity, and unwavering support.

A Life Well Lived

Phyllis Elaine Hoggard-Walker’s life was a testament to love, creativity, and purpose. She leaves behind a legacy that will inspire generations to come. Though she is no longer with us, her memory will live on in the hearts of all who loved her.
